Erskine May gets updated almost yearly with changes to parliamentary procedure and there’s no reason to suggest a procedure change like this, one that will likely have a lot of support, wouldn’t be passed and incorporated into an update of Erskine May.

There are plenty of northern, Tory MPs who will be annoyed by Sunak effectively undermining them in their constituencies and greatly limiting their chances of reelection. The North has consistently been underinvested in and cutting it off from fast rail to and from the South will be a major ding against economic growth in the North.
