That’s 180%
It should be 90% takes 10% and the last 10% takes the remaining 90%
I think what Cargill is saying is that the last 10% of the code takes as much effort as the first 90%. And he is humorously referring to the all the overtime people have to put in to get things done on time. That’s why it adds to 180%.
