You could technically still get it legally, you just needed a government issued tax stamp from your state, similar to a pack of cigarettess where the state stamp is visible on the bottom. The rub was that nobody was being allowed to purchase the stamps, and if you look at the cost today of stamps, it’s prohibitively expensive. Like a decade ago I checked in Massachusetts and it was about $8 a gram to get individual tax stamps.
