Could be, don’t know if this carries down to state and local law enforcement though. Additionally the supreme court in the US has the opinion that “to protect” does not apply to citizens… so qualified immunity allows police to do whatever they want.
Since normal rules are not helping, I would probably require police to carry a form of malpractice insurance and if the insurance doesn’t over you anymore… bye bye.
