Everyone on the west coast would be inclined to say, “it’s a complicated issue” and then continue to do virtually nothing. Seems to me like the usual suspects. Financial hardship, drug abuse, and mental illness. All intertwined.

Everyone on the west coast would be inclined to say, “it’s a complicated issue” and then continue to do virtually nothing.
