I think he’s panicking. The shuffling is like a scared kid who doesn’t know what to do. He’s traumatized after unexpectedly watch a man burn himself alive. And the gun makes him feel safe, even though it’s illogical. Just my guess. Maybe he’s just an asshole. It’s pretty awful regardless.
He’s also guarding the Israeli embassy at a time when many people hate them. I’d be on edge if that was my 40 hours.
