As per Wikipedia, Florida: 22,610,726 Arizona: 7,431,344 The deadly intersection rate in those two states in particular is roughly the same, coincidentally. 22.61 / 7.42 = 3.04 257 / 82 = 3.13
If that was true it would be California as the leader and not by nearly the magnitude shown.
And Arizona would be nowhere near second, as the 14th most populated state.
