To my understanding it is in West Asia. No?
Europe is just a peninsula of Asia, like India. But the borders of Europe are sort of fuzzy. Technically, Azerbaijan is Europe, East Azerbaijan is close enough.
The Caucasus Mountains are one of the agreed borders between Europe and Asia. Azerbaijan is south of the Caucausus Mountains, so it’s in Asia.
Azerbaijan is considered part of Asia, not Europe.
