Not like write out their names, just tattoo a single dot on one of their shoulders or the bottom of their feet or something, to tell them apart.

Um, the United States for one, it’s illegal for anyone under 18 to get a tattoo. Obviously I’m not referring to large artistic tattoos though, just a simple functional dot, so the parents can easily tell their babies apart.
And for anyone that feels this would be some sort of abuse, just remember that circumcision is perfectly legal and being performed every single day.
Other abuse existing is obviously not an argument
… or just do different haircuts ? also taking the fingerprint on one of their fingers (keep it private or notice one difference and remember it) they are different even for identical twins.
