The boundary system is what motivates poor driving habits among PUVs. It literally incentivizes them to break laws in order to maximize their income. It should be removed.
That’s the thing. They drive “aggressively” (or poorly) because they need to make money. If they’re going to take it away (as well as institute modernization that eats more into those earnings), they need to replace it with a system that guarantees it’s going to make as much.
That’s ultimately the crux as to why they’re against modernization - the government isn’t really doing anything to address those concerns. Willy nilly implementation lang, bahala kayo sa buhay nyo.
